Memphis has a layered daycare ecosystem shaped by Shelby County's geography. The East Memphis and Cordova corridor runs a strong center-based market with prices that resemble Nashville's mid-range. Midtown sits between center and home-based options at noticeably lower price points. South Memphis, Whitehaven, and Frayser host a dense network of family child cares and church-affiliated programs, many of them partnered with Shelby County Schools to deliver Tennessee Voluntary Pre-K. The result is a city where a careful parent can usually find quality care within a reasonable budget, but only if they know which doors to knock on.
Tennessee Voluntary Pre-K
Tennessee VPK is the state's targeted preschool program for income-eligible four-year-olds, delivered both directly through Shelby County Schools buildings and through partnerships with community-based daycares. Applying does not commit you to enrolling, and a single application can be evaluated by participating providers across the county. Even families that do not qualify often find that participating daycares offer competitive part-day rates and stronger curriculum alignment with kindergarten. Tennessee licensing and ratios
Tennessee licensed centers run at a 1:4 infant ratio and 1:7 for two-year-olds, with stricter requirements for accredited programs. Family child cares are licensed separately at smaller group sizes through the Tennessee Department of Human Services, and they can be an excellent fit for families who want a home-like environment, especially for infants. Where Memphis parents tend to overpay
- Germantown- and Collierville-adjacent centers when a comparable East Memphis or Cordova program is ten minutes away at a 10 to 15 percent discount.
- Add-on enrichment fees (music, soccer, foreign language) that quietly stack on top of base tuition after the first invoice.
- Annual registration and supply fees that are not disclosed on the website. Ask for the all-in monthly figure before you tour.
Financial help
Working families up to 85 percent of the Tennessee state median income may qualify for the Tennessee Child Care Certificate Program, which covers a large share of tuition at participating providers.
