Glendale tuition varies by roughly $300 per month between Arrowhead and the more affordable Historic Glendale and Catlin Court neighborhoods. These are the neighborhoods with the most active providers.
Glendale is the largest suburb in the West Valley of metro Phoenix and home to Luke Air Force Base, one of the largest fighter-training installations in the country. The daycare market reflects both realities. Roughly one in four Glendale providers serves an active-duty military family at any given time, and many local centers participate in the Department of Defense Child Care Aware fee-assistance program for off-base care. Outside the military market, Arrowhead and North Glendale lean toward Quality First 4- and 5-star centers, while Historic Glendale and Catlin Court hold an unusually strong base of Montessori and cooperative preschools.
Quality First is Arizona's voluntary quality rating and improvement system, administered by First Things First. Ratings range from 1 (Committed to Quality) through 5 stars and reflect curriculum, ratios, family engagement, and teacher qualifications. About 50 percent of Glendale licensed providers participate. The Arizona Department of Health Services Bureau of Child Care Licensing licenses centers and certified group homes. Center ratios sit at 1:5 for infants under 12 months, 1:6 for ages 12 to 24 months, 1:8 for two-year-olds, 1:13 for three-year-olds, and 1:15 for ages four and five. NAEYC-accredited and Quality First 5-Star centers commonly operate well below these state-ceiling ratios.
The Luke AFB Child Development Center serves active-duty families with priority enrollment, but the waitlist routinely exceeds nine months for infant rooms. The Department of Defense Child Care Aware fee assistance program subsidizes off-base care at participating community providers in Glendale, Peoria, and Litchfield Park. Arizona's Department of Economic Security (DES) Child Care Assistance covers most of the tuition bill for working families earning up to 165 percent of the federal poverty level at participating providers.
